Size limits are surprisingly consistent

Across most major carriers, the carry-on size limit converges around 55 × 40 × 23 cm (22 × 14 × 9 in). Bags that fit IATA-standard 'cabin size' luggage almost always pass.

Personal items (laptop bag, small backpack, purse) are usually allowed in addition to the carry-on. Low-cost carriers like Ryanair charge for the carry-on but allow a small personal item for free.

Weight limits are where travelers get caught

European low-cost carriers commonly enforce 10 kg carry-on weight strictly. Asia-Pacific carriers often cap at 7 kg. US legacy carriers rarely weigh carry-ons except for very full flights.

If you'll be transferring between carriers, plan to the strictest weight limit on your itinerary, not the most generous.
